A body-clipped horse at 15°F needs maximum protection. A 400g heavyweight turnout or a 300g turnout with a 100g liner provides the insulation a clipped horse lacks naturally.
Place a soft measuring tape at the center of the chest (base of neck), run it along the widest part of the shoulder and barrel to the point of the buttock, then subtract 4 inches (10 cm) from the total. Most blanket brands sell in 3-inch or 2-inch increments. If between sizes, go up.
Blanket weight depends on temperature, whether the horse is clipped, and whether it lives outdoors or in a stable. Unclipped horses with winter coats often need lighter blankets or sheets, while body-clipped horses need heavier fill.

Turnout blankets are waterproof and designed for horses living outdoors. Stable blankets are not waterproof but are softer and more breathable for horses kept in stalls. Using a stable blanket outdoors in rain will soak through and chill the horse.
Most horse owners need 2–3 blankets to cover the range of winter temperatures: a lightweight sheet, a medium-weight turnout, and a heavyweight for the coldest days. Budget $150–$500 per blanket depending on quality.
